Abstract
The purpose of the visit was to provide the Urban Institute and USAID with information on the municipal housing structures in Moscow, particularly at the subdistrict and micro-district levels. The focus of the paper is on the RAiU, or micro-district body, which provides maintenance and repair services to the majority of the municipally owned housing stock. The paper provides background material for the development of a pilot project in Moscow. The pilot is an experiment in which asset management capabilities could be developed within the district government, along with a framework for establishing sound property management practices. The paper is divided into 3 main sections with 9 appendices. Part One provides an overview of the municipal housing administration in Moscow. Part Two discusses the general organization and responsibilities of the RAiU. Part Three describes recommendations on the part of RAiU and district staff for the strengthening of housing management systems. Appendices provide detailed descriptions of RAiU"s maintenance and operations, finance and accounting procedures, personnel and administration, characteristics of the housing stock, etc. (Author abstract)
