Subproject (formerly project 2630153: see PD-AAU-314) to enable the Government of Eqypt (GOE) to upgrade the institutional capabilities of local governments in Greater Cairo and Alexandria to respond to the public service and infrastructure needs of the urban poor.

Abstract
The subproject will be implemented by the Governorates of Cairo, Alexandria, Giza, and Qalubiya with USAID funded technical and budgetary assistance. A cadre of trained and qualified personnel will be established within the four Governorates, their 15 districts, and 300 participating private voluntary organizations (PVO). Up to 400 individuals will receive formal training in public administration and/or management operations. Specific courses will cover program guidelines and procedures, record keeping and reporting, financial procedures, planning and capital budgeting, program management and coordination, and identification of projects. Following formal lectures, trainees will prepare evaluations of all proposed subproject activities. In addition, up to 1,000 individuals will undergo on-the-job training. Short-term training will be provided for several hundred PVO members in areas of management, marketing, community development, training program curriculum development, and various technical fields. The subproject will develop or maintain 900 public services or infrastructure facilities in participating localities. These activities will be supplemented by services provided by over 2,500 separate PVO activities. The subproject is expected to advance the GOE"s decentralization policy and to increase the urban population"s recognition of the GOE"s concern for their welfare. Development activities will include the construction of water and sewer systems, side street lighting, street resurfacing, outpatient clinic additions, park and playground development, and the upgrading of nurseries and units for the elderly.
