Abstract
This was a regular evaluation. No field inspection was made because a joint US-Pakistan team had spent three weeks in 3/78 reviewing the total water management program. Their evaluation report was also used in this report. World-wide extension activities-short-term technical assistance and the preparation and distribution of manuals -- will be continued until project termination in 3/78. Most of the activities will take place on campus at Colorado State University, the project contractor. The field team in Pakistan was full strength for the first time in two years and is devoting its efforts to the on-farm water management program. Progress was excellent in all areas except for the preparation of manuals. The adoption of water-saving technologies proved to be more complicated than expected--with farmer organizations as a bottleneck to cooperative efforts at the village level. Because the field work has become closely tied with USAID/Pakistan"s program, the evaluators suggest changing AID management from the DSB to the Asia Bureau. Evaluators also recommend termination of the present project contract.
