Overseas education fund of the League of Women Voters (OEF)

PES covers the period 2/1/79-1/31/80 and consists largely of OEF responses to questions posed by A.I.D. at an OEF self-evaluation resulting in an attached first annual report (XD-AAN-262-A). The facesheet notes that: (1) OEF is preparing a capability statement which will define its understanding of its mission and role as a development organization and enable it to explain and market its services to indigenous organizations, local governments, U.S. funding sources, etc.; and (2) OEF has developed a comprehensive evaluation system which has been used successfully to evaluate the Costa Rica Human Resources Development Income Generation project. It is also noted that the original logframe is too general to continue being used and that OEF requires an equitable overhead rate in negotiating with USAID Missions.
