This report provides an overview of USAID/Bolivia's food assistance programs (Titles II and III) and assesses the contributions that the programs are making to three dimensions of food security -- food availability, food access, and food utilization.

Abstract
The report concludes that USAID/B's food assistance programs are having a positive and significant impact on food security in all three dimensions. The wheat production program, for example, which has been financed with Title III local currencies, has increased Bolivia's ability to supply its wheat needs from domestic production. The Title II municipal Food for Work program, by providing over 150,000 person-months of temporary employment in 8 cities and 22 towns in FY92, is making a contribution to household food security in areas of high poverty. The Mission's food assistance program has also had a positive effect on improved food utilization, through the use of Title III local currencies to support the government's Expanded Program of Immunization and communicable disease programs. Recommendations are made for further refining USAID/B's food assistance and for substantiating the food security impacts of its assistance. (Author abstract, modified)
