The procurement plan is an official document that may be updated from time to time. Any changes to the procurement plan must be approved by the World Bank. The procurement plan and all changes to it must be publicly disclosed. The operational manual provides details on the implementation of the project, including the procurement process. The World Bank's policy on procurement emphasizes the importance of economy and efficiency, as well as the promotion of competitive international trade. The Bank does not impose conditions on the use of loan funds on the territory of specific countries or countries. Any legal or physical person from any country may participate in World Bank tenders. Participation in tenders may be excluded or a bidder's proposal may be rejected only in cases of conflict of interest or lack of capabilities and resources to perform the contract.
