Abstract
The methodology for these public hearings was developed by the USAID's Energy Security Program, which aimed to increase the transparency and participation of citizens in the decision-making process. The public hearings were conducted in several stages, with the first stage focusing on the identification of the main challenges facing the city's energy sector. The challenges included the lack of transparency in the energy sector, the high cost of energy, and the limited access to energy services for low-income households. The public hearings also identified the need for the development of a comprehensive energy strategy for the city. The second stage of the public hearings focused on the development of a comprehensive energy strategy for the city. The strategy aimed to increase the efficiency of energy use, reduce energy consumption, and promote the use of renewable energy sources. The strategy also included measures to improve the transparency and accountability of the energy sector, such as the creation of an independent energy regulator and the establishment of a public energy fund. The third stage of the public hearings focused on the implementation of the energy strategy. The implementation plan included measures to increase the use of renewable energy sources, such as wind and solar power, and to improve the efficiency of energy use in buildings and industry. The plan also included measures to promote energy efficiency and to reduce energy consumption. The public hearings were attended by representatives of the city's government, civil society organizations, and the private sector. The hearings provided a platform for citizens to express their opinions and concerns about the energy sector and to participate in the decision-making process. The public hearings were conducted in several cities across Ukraine, including Kiev, Kharkiv, and Odessa. The hearings were conducted in a transparent and inclusive manner, with all stakeholders having the opportunity to participate and express their opinions. The results of the public hearings were used to develop a comprehensive energy strategy for the city. The strategy aimed to increase the efficiency of energy use, reduce energy consumption, and promote the use of renewable energy sources. The strategy also included measures to improve the transparency and accountability of the energy sector. The implementation of the energy strategy was overseen by the city's government, with the support of international organizations such as the USAID. The implementation plan included measures to increase the use of renewable energy sources, such as wind and solar power, and to improve the efficiency of energy use in buildings and industry. The public hearings and the development of the energy strategy were an important step towards the reform of the energy sector in Ukraine. The reform aimed to increase the efficiency of energy use, reduce energy consumption, and promote the use of renewable energy sources. The reform also aimed to improve the transparency and accountability of the energy sector. The implementation of the energy strategy was a complex process that required the involvement of all stakeholders. The city's government, civil society organizations, and the private sector all played a role in the implementation of the strategy. The implementation plan included measures to increase the use of renewable energy sources, such as wind and solar power, and to improve the efficiency of energy use in buildings and industry. The
