Identification is a process whereby students are assessed to determine if they require special education services. This process involves evaluating students to identify any learning difficulties or disabilities that may require specialized support. Referral is a process whereby students are connected with service providers who offer specialized services. This process involves identifying students who require additional support and connecting them with the necessary resources. The Ministry of Education, Science and Technology, has developed a participant guide to help educators understand and apply the process of screening and identification. The guide provides information on the importance of observation, confidentiality, and the role of Universal Design for Learning (UDL) in the screening and identification process. The guide also includes a case study of a young girl named Asmaa, who is experiencing difficulties in her academic performance due to her home environment. Asmaa's teacher, Mrs. Malenga, is concerned about her academic performance and decides to have a chat with her to understand the root cause of the problem. Asmaa opens up to her teacher about her difficulties at home, including her parents' abuse and her responsibilities as a caregiver. Mrs. Malenga is left in a dilemma, feeling the burden of wanting to help Asmaa but not knowing how. The guide provides a framework for educators to observe and understand the needs of students like Asmaa. The K, W, L chart is a tool that can be used to identify what the educator knows about a student, what they wonder about the student's needs, and what they have learned about the student. The chart is completed at the end of the training, where the educator has gained a deeper understanding of the student's needs and has identified areas where they need to learn more. Confidentiality is an essential aspect of the screening and identification process. Educators must maintain confidentiality to ensure that students feel safe and comfortable in the process. Confidentiality means that educators should not share information about the learner with co-workers, family members, or anyone else. The right to confidentiality must be guaranteed to all learners, regardless of age, gender, disability, or mental health. Psychosocial support is a vital aspect of education, and educators must be aware of the importance of providing support to learners who may be experiencing difficulties in their life experiences, family situations, or personalities. Psychosocial support can help learners develop their social energy or emotional intelligence, which is essential for their development and participation in class. The guide provides information on the different areas of psychosocial support, including emotional well-being, social well-being, and skills and knowledge. The guide also emphasizes the importance of Universal Design for Learning (UDL) in the screening and identification process. UDL is a framework that helps educators design learning environments that are accessible and inclusive for all learners. By using UDL, educators can ensure that all learners have equal access to learning opportunities and can participate fully in the learning process. The participant guide provides a comprehensive framework for educators to understand and apply the process of screening and identification.
