PACR of a project (1986-91) to provide participant training to faculty of selected public and private colleges and universities in the Philippines.

Abstract
Overall, the project achieved its goals, although quantitative targets were not met due to a slow start-up (the first year was used to identify a contractor and form a Steering Committee) and the decision not to extend the PACD. Quantitative achievements were as follows: (1) 23 participants (vs. a target of 40) completed M.S. programs at various U.S. universities; (2) 105 faculty members (vs. a target of 180) were selected under the second component, which provided 1-12 month training for doctoral candidates and those needing continuing education in their fields; and (3) 82 participants (vs. a target of 150) were selected for 2-year M.S. degrees at local colleges and universities under the in-country training component, originally designed to provide one year of graduate studies in preparation for further studies in the United States. Most private institutions were unable to meet A.I.D.'s requirement that they pay the salaries of participants during the training period. As a result, only 21% of participants were from private institutions.
