Abstract
The program aimed to improve agricultural productivity and market access for smallholder farmers in Uzbekistan. The program's primary focus was on the development of agricultural linkages, including the provision of inputs, credit, and market information to farmers. The program was implemented in several regions of Uzbekistan, including the Fergana Valley, the Kyzylkum Desert, and the Tashkent region. The program's interventions included the provision of training to farmers on improved agricultural practices, the establishment of demonstration plots, and the provision of credit to farmers to purchase inputs. The program's pesticide evaluation report and safer use action plan (PERSUAP) was prepared by DAI in March 2009. The report evaluated the pesticide options available for use in the program and identified safer alternatives to traditional pesticides. The report also provided recommendations for the safe use of pesticides, including the provision of training to users and the establishment of monitoring systems to track pesticide use and effectiveness. The PERSUAP report identified several pesticide options that were suitable for use in the program, including botanical pesticides, repellents, and baits. The report also identified several pesticide alternatives that may be used by the program, including integrated pest management (IPM) options and non-chemical control methods. The report provided a comprehensive analysis of the pesticide evaluation procedures, including the use of EPA registration status, acute and chronic human health impacts, and environmental impacts. The report also provided recommendations for the safe use of pesticides, including the provision of training to users and the establishment of monitoring systems to track pesticide use and effectiveness. The program's safe use action plan outlined immediate, continuous, and annual actions to be taken to ensure the safe use of pesticides. The plan included the provision of training to users, the establishment of monitoring systems, and the implementation of IPM options. The program's literature review provided an overview of the current state of knowledge on pesticide use and safety in Uzbekistan. The review highlighted the need for improved pesticide safety and management practices in the country. The program's annexes provided additional information on the pesticide evaluation report and safer use action plan, including a synopsis of the requested pesticides and suggested pesticides analyzed for EPA and Uzbekistan registration, viable and practical IPM options, terms of reference, on-farm pesticide disposal options, examples of botanical pesticides, repellents, and baits regulated by EPA, general IPM planning and design protocol, pesticide use checklist, protective clothing and equipment guide, and toxicity of pesticides.
