Abstract
The report draws on a variety of international data sources and uses international benchmarking against reference group averages, comparator countries, and statistical norms to identify major constraints, trends, and opportunities for strengthening growth and reducing poverty. This study uses two other large, lower-middle income countries in the same region, Indonesia and Thailand, as comparators. Indonesia provides a good baseline for direct comparison, whereas Thailand represents an aspiration. In addition, the Philippines" performance is compared to median values of other lower-middle-income (LMI) countries. (Author abstract)
