Abstract
480 Title II program in Bolivia. PES covers the period 12/80-9/81 and is based on an attached special evaluation (XD-AAM-670-A). It is recommended that USAID/B"s Office of Health and Humanitarian Resources consider the findings and recommendations of the attached evaluation when implementing succeeding programs and approving subprojects. Action decisions are for USAID/B to: (1) submit to AID/W a document finalizing the request by National Community Development Services for a new transfer authorization; (2) request that Catholic Relief Services (CRS)/Caritas increase the time spent by its American coordinator in program activities from 10% to 25%; (3) require that new PVO field personnel receive adequate training in Title II regulations and operations before being assigned to the field; (4) fund technical assistance for CRS/Caritas which will result in recommendations to improve the Mother/Child Health program; (5) conduct an evaluation to assess CRS"s progress in implementing above noted recommendations, and if progress has not been satisfactory, recommend a substantial reduction in support to the program; (6) work with the Bolivian Ministry of Planning and Coordination and Ministry of Health to establish an impact evaluation system - utilizing the capability of the National Institute for Food and Nutrition - that will be used in evaluating the CRS and other Title II programs at the national level; (6) ensure that CRS and CARE/Junta Nacional de Accion Social pay their outstanding bills; and (7) obtain AID/W approval to begin a food distribution program and an outreach grant with Seventh Day Adventist World Service, which will take over the terminated CARE program.
