Abstract
PES covers the period 3/83-8/84 and consists of a facesheet attached to special evaluation XD-AAS-570-A. Major findings are as follows. (1) In a drought emergency, implementing agencies require data to assess their effectiveness in targeting food assistance to the most needy groups. (2) Emphasis on a food for work approach to distribution of food relief is apparently not realistic. (3) Coordination of food distribution must be planned from the start, with geographical areas and food quotas assigned to each agency. (4) Decentralized decisionmaking and rapid allocation of resources to the regional level is imperative if timely assistance is to be provided. (5) To simplify logistical problems, the rations should consist of no more than two or three products. (6) As agencies shift from distributing food on a humanitarian basis to community projects, complementary resources are necessary. The HHR Division Food for Peace Coordinator will be responsible for incorporating these findings into the programs of USAID/B and cooperating PVO"s.
