A long-range plan is presented for overcoming the difficulties, weaknesses, and constraints of agricultural research in Africa by strengthening national research capabilities and faculties of agriculture in eight core countries.

Abstract
Specifically, the plan would establish research networks by linking national research systems with international agricultural research centers (IARC"s) and collaborative research support programs (CRSP"s), as well as with regional research programs and centrally-funded A.I.D. projects, on 4-6 high-priority topics such as sorghum, millet, beans, and cowpeas. The plan would also provide long-term assistance to link 4-6 faculties of agriculture in program countries with other research institutions and programs. Coordination of U.S. support for this large and long-term (25-year) effort will be facilitated through the Cooperation for Development in Africa and through collaboration with multilateral donors, especially the World Bank.
