2016 · 30 pages

Abstract
The plan aims to improve the health status of the Beninese population by enhancing the organization of private healthcare actors. The methodology used in developing the strategy involved gathering contributions from stakeholders and incorporating them at each stage of the process. The plan is the result of several meetings between private healthcare stakeholders, including the Association Béninoise pour la Promotion de la Famille (ABPF), the Association des Cliniques Privées du Bénin (ACPB), the Association Professionnelle des Distributeurs de Dispositifs Médicaux (APDM), and the Ordre des Pharmaciens du Bénin, as well as electronic exchanges. The primary objective of this strategic plan is to respond to and position itself within the national health development plan of Benin. The document attempts to explore common objectives between the government's health objectives and the PSSP, suggesting how the PSSP can play a key role in facilitating and achieving these health development priorities. The PSSP emphasizes the role of the private healthcare sector in achieving long-term development objectives in Benin. The PSSP, which represents all private healthcare actors in Benin, is well-positioned to facilitate this vision of economic and health growth guided by the private sector. The plan describes the actions and resources needed to address the priority challenges. The document is organized as follows: the first chapter presents the international and national context of the Beninese economy and recent economic, political, and health trends. The second and third chapters describe the priority challenges and strategic orientations of the PSSP. The fourth chapter outlines the implementation and monitoring-evaluation mechanism of the plan, while the fifth chapter explains the conditions for implementation, and the sixth chapter presents the financing strategy. The Republic of Benin has adopted the Primary Health Care (PHC) strategy contained in the Alma Ata Declaration (1978), which emphasizes equity, community participation, and intersectoral collaboration. This option was reaffirmed at the Ouagadougou Conference in April 2008, particularly with regard to health as a fundamental human right and the responsibility of governments to ensure the health of their populations. Benin has also subscribed to the Bamako Initiative (1987), which emphasizes community participation and cost recovery for healthcare, supporting the implementation of the Integrated Primary Health Care (PHC) Program. Additionally, Benin has adhered to several African decisions and recommendations governing health, including the Dakar Declaration on HIV/AIDS in Africa (1992), the Tunis Declaration on HIV/AIDS and the African Child (1994), and the Alger Appeal for intensified efforts to combat HIV/AIDS in Africa. The PSSP aims to address the priority challenges, including improving access to healthcare services, increasing the quality of healthcare services, and enhancing the capacity of private healthcare providers. The plan also emphasizes the importance of collaboration between the public and private sectors in achieving these objectives. The PSSP has identified several key strategies to achieve its objectives, including strengthening the capacity of private healthcare providers, improving access to healthcare services, and enhancing the quality of healthcare services. The plan also emphasizes the importance of monitoring and evaluation to ensure the effective implementation of the plan. The PSSP has established a unit for coordinating the implementation of the plan, which will be responsible for ensuring the effective implementation of the plan. The plan also outlines a mechanism for monitoring and evaluating the implementation of the plan, which will involve regular assessments and evaluations to ensure that the plan is on track to achieve its objectives. The PSSP has identified several key conditions for the successful implementation of the plan, including the availability of resources, the commitment of stakeholders, and the effective coordination of efforts. The plan also emphasizes the importance of collaboration between the public and private sectors in achieving these objectives. The PSSP has developed a financing strategy that involves a combination of public and private sector funding. The plan outlines the resources needed to implement the plan, including funding for infrastructure development, equipment, and personnel. The plan also emphasizes the importance of private sector investment in the healthcare sector to achieve the objectives of the plan. Overall, the PSSP is a comprehensive plan that aims to improve the health status of the Beninese population by enhancing the organization of private healthcare actors. The plan emphasizes the importance of collaboration between the public and private sectors in achieving these objectives and outlines a clear strategy for implementation and monitoring-evaluation.
