However, the services are often subsidized, and farmers bear the costs of maintenance and operation. The trend in water and irrigation planning and investment is to imitate the characteristics of private water and irrigation services, which are self-sustaining financially. A comprehensive plan of action has been developed to improve the quality of water and irrigation services in Lushnje District. The plan was prepared by the Water and Irrigation Sector, the Public Utilities Company, and the Lushnje Municipality, with technical assistance from the USAID-funded Local Governance Project (PLGP). The plan aims to improve the quality of services, increase the efficiency of operations, and reduce costs. The plan identifies the key stakeholders involved in the provision of water and irrigation services, including the Public Utilities Company, the Water and Irrigation Sector, the General Directorate of Budget and Finance, and the General Directorate of Urban Planning and Development. The plan also outlines the roles and responsibilities of each stakeholder and the necessary actions to be taken to improve the quality of services. The plan is based on a thorough analysis of the current situation, including the infrastructure, the institutional framework, and the financial resources available. The analysis was conducted by the Water and Irrigation Sector, the Public Utilities Company, and the Lushnje Municipality, with technical assistance from the USAID-funded Local Governance Project (PLGP). The plan includes a range of recommendations and actions to improve the quality of water and irrigation services, including the rehabilitation of existing infrastructure, the development of new infrastructure, and the improvement of operational and maintenance practices.
