The extent to which Poland"s private sector can increase its investment in the housing sector in the post-Communist era will largely depend on the extent to which local governments carry out their newly acquired mandate to oversee the housing sector.

Abstract
The ability of local governments to function in this regard is examined in the present report, prepared as background for a proposed World Bank/A.I.D. housing sector reform program for Poland. Chapter 2 provides an overview of Poland"s municipal structure as recently enacted in Local Self-Government Act (March, 1990) and briefly describes the budgetary process and decision environment at the local government level. Chapter 3 analyzes the financial situation of five Polish cities (Warsaw, Gdansk, Torun, Siedlce, and Lodz), with particular attention to the issues of municipal services, debt, infrastructure investment, and cost recovery. Chapter 4 describes the legal and regulatory framework for the delivery of serviced land and housing and its impact at the local level, while Chapter 5 identifies constraints to the private production of housing and proposes a technical assistance and training program to ameliorate them.
