Abstract
The effects of this enormous growth, which is expected to skyrocket even further over the next 35 years, will fall primarily upon cities and towns already strained by substantial deficits in housing, infrastructure, and health and education services; worsening environmental problems; very high unemployment levels; and weak administrative systems. This document identifies some of the potentials and problems arising from Africa"s rapid urban growth and sets forth an appropriate response for the African Development Bank (ADB), located in Cote d"Ivoire. A brief overview of urban development in Africa is followed by an examination of the role of urbanization in development, the problems caused by this trend, and issues to be addressed in establishing an urban policy framework. The report then looks at the urban operations and experiences of the ADB and other development agencies. It focuses on difficulties encountered and the lessons that can be applied to future programs. The final section sets out policy guidelines that can be used as a basis for future ADB lending activities and for stimulating dialogue between the ADB and member countries concerning urban development issues.
