Abstract
This is a subproject of the Population/Family Planning II Project. Pathfinder will use grant funds to fund programs offering three types of FP services: (1) community-based services at the district and sub-divisional levels; (2) clinic-based services for groups of workers from selected industries (e.g., jute, tea, sugar) and national corporations (e.g., railroads, inland ports); and (3) clinic-based FP/MCH services targeting those who, because of poor health or traditional attitudes, are currently underserved. Both vertical programs offering only FP services and programs of integrated FP, MCH, and complementary services will be utilized to meet varied sets of circumstances. In the case of integrated programs, it will have to be demonstrated that ancillary services enhance the primary goal of increased contraceptive acceptance. Regardless of the type of service, the program must be shown to be cost-effective and replicable. To improve program administration and enable Pathfinder to broaden the scope of its work in Bangladesh, the project will provide technical assistance to train Pathfinder staff in areas such as community-based and clinic project management. Project funding will also be used to offset increased costs incurred by Pathfinder as a result of program expansion. Especially in the first year, this will involve purchases of furniture and office supplies and hiring of additional staff. This funding will also allow Pathfinder to provide adequate oversight over sub-grants awarded under the project and to give technical, managerial, and accounting aid to sub-grantees.
