Abstract
The facility would be operationally equipped to process kava across three stages: primary, intermediate, and final. The primary stage involves washing, cutting, peeling, and drying the root, while the intermediate stage involves storage and re-drying while controlling contamination and spoilage. The final stage involves rough grinding before further hammermill reduction. The proposed facility would be located at Gwaigeo, 8 kilometers north of Auki on the coast of Malaita Province. The site has good connectivity with both the North and East roads, making it easily accessible from the anticipated site location. The total travel time from Gwaigeo to Auki is 20 minutes, which is the location of the largest port on Malaita Province, and only 10-minutes further to reach Gwaunaru'u Airport. The Gwaigeo site is envisioned to develop into a logistics terminal and commercial cluster for key supply chain actors where value-added products are created, stored, and distributed to market. The strategic context for the proposed project is driven by the increasing abundance of kava in the Solomon Islands, particularly in Malaita Province. The high value commercial opportunities presented by pharmaceutical companies interested in purchasing kava powder for therapeutic and supplement products have created a significant demand for kava processing facilities. Currently, no processing facilities exist in Malaita to dry and process kava root into a powder, making the proposed facility a critical component in the kava supply chain. The proposed facility would be designed to meet the technical requirements of the kava processing industry, including the development of a site layout plan that includes a detailed layout of the buildings, parking spaces, and other requisite features. The facility would require road accessibility upgrades and the development of all utilities, including utilities for the six processing and warehousing facilities that are expected to span across 12 hectares of the 30-hectare site. The proposed facility would be equipped with processing line equipment, laboratory and testing equipment, and additional equipment necessary for the processing and testing of kava powder. The facility would also require environmental and social safeguards to ensure that the processing and testing of kava powder do not harm the environment or local communities. The economic case for the proposed facility is driven by the high value commercial opportunities presented by pharmaceutical companies interested in purchasing kava powder for therapeutic and supplement products. The facility would create jobs and stimulate economic growth in Malaita Province, particularly in the kava industry. The economic costs of the facility would include capital expenses, operational costs, and other expenses necessary for the operation of the facility.
