Abstract
It is a law that is approved annually by the Congreso Nacional. The primary objective of a budget is social, as it is the way in which resources are distributed to promote the well-being of the population. The budget allows for the guarantee of basic human rights, such as the protection of the health of the population and a safe environment (Article 145 of the Constitution of the Republic), the right to education and culture (Article 151 of the Constitution of the Republic), and the right to social security (Article 142 of the Constitution of the Republic). The budget determines, for example, how many medicines will be purchased in public hospitals, how many public schools and colleges will be built or repaired, which roads will be paved, which social projects will be carried out at the national level, payment of salaries and wages to public officials, how much is allocated for the protection of the environment, in projects directed at women, young people, and children, projects for sewage, etc. The budget concentrates various areas of daily need for the population. The budget, like a household budget, is composed of income and expenses. The state's income comes mainly from: tax collection and loans made by commercial banks (internal debt) or other countries and international organizations (external debt). These revenues are distributed among the various public institutions, with the aim of using those resources to deliver services to citizens. The budget is a tool for the distribution of resources, and its main objective is to promote the well-being of the population. The budget is a reflection of the government's priorities and is a way to allocate resources to meet the needs of the population. The Presupuesto Ciudadano, or Citizen's Budget, is a simplified presentation of the Presupuesto General de Ingresos y Egresos de la República, aimed at making it easier for citizens to understand the origin of the state's income, its distribution, and how it is used to deliver services to the population. The Citizen's Budget is a tool for transparency and accountability over the use of state resources, providing citizens with timely and easy-to-understand information.
