Abstract
The initiative is a collaborative effort between national regulatory agencies in Armenia, Azerbaijan, Georgia, Moldova, Turkey, and Ukraine, with the support of the United States Agency for International Development (USAID) and the National Association of Regulatory Utility Commissioners (NARUC).
