At the government"s request, a USAID consultant team reviewed Mexico"s Oral Rehydration Therapy (ORT) Program to recommend ways of expanding the program"s effective coverage.

Abstract
Major program constraints included lack of standardized oral rehydration solution (ORS) mixing and dosage instructions; insufficient support from the medical profession; widespread use of competing remedies; lack of information on existing consumer practices and preferences; lack of a cohesive program "image" with popular impact and of an organized and comprehensive consumer education strategy; an underutilized private sector distribution channel; and an inadequate epidemiological surveillance system. Key recommendations are to name a full-time ORT program manager for at least 3 years; develop an aggressive physician and health provider training and promotion campaign; conduct surveys on consumer beliefs and practices, product acceptance, educational materials effectiveness, and input monitoring; focus on widespread promotion of ORS packets; implement a national promotion campaign with standardized slogan, product name, logo type, mixing and dosage instructions, and related information; and pursue creation of a subsidized ORT product to be sold throughout the country.
