Abstract
The report first presents pertinent background information on Zambia"s economic history and structure, the make-up of rural households, the percentage of urban poor, public health status, the history and current status of the health system, education and communications channels within Zambia, and ongoing public and private sector diarrheal disease control activities. An analysis is then given of constraints (environmental, institutional, and programmatic) to successful diarrheal disease control programs and, more broadly, to the delivery of primary health care; strategic options and recommendations for developing the management structure and strategy of a diarrheal disease program and the development, production, and distribution of Oral Rehydration Salts packets follow. A brief description of a project proposed by Technologies for Primary Health Care (PRITECH) is given with an outline of donor responsibilities, project feasibility, and an implementation plan. A project training and communications strategy is located in the last of three appendices.
