In 1988, the first year of the Fertilizer Sub Sector Reform Program (FSSRP), 63,000 tons of fertilizer were imported and distributed by participants from the Cameroon private sector, which included importers, commercial banks, and distributors.

Abstract
The year marked the transition from a heavily subsidized government-directed scheme to one in which the state"s involvement was limited to providing loans, subsidies (at much reduced levels), and establishing target ceiling prices. Despite some procedural problems and misunderstandings, the participating organizations carried out their functions effectively. A major achievement of the program was that the process from determination of fertilizer requirements to delivery of the product to distributors was shortened from twelve to eighteen months under the previous system to four to six months under the FSSRP in 1988.
