Abstract
The program requires the identification of needs for capacity building of various territorial actors, oriented towards the generation of changes in behavior and transformation in productive practices that generate negative impacts on ecosystems, especially on water resources. The program's conceptual and methodological proposal emphasizes the importance of going beyond the delivery of an incentive, aiming to generate changes in the relationship between humans and nature. This requires knowledge about the socio-environmental problems of the territory and the relationships between different actors and ecosystems. The program's approach is based on the idea that the logro of changes in attitudes and procedures can lead to the continuation of conservation actions and good practices in economic activities, without the need for coercive or punitive measures. The program's actions of sensitization and capacity building must be part of the incentive, and their formulation and implementation must be adjusted to the reality of each territory and the particularities of the population. The program's proposal includes the following aspects: diversity cultural, given the department's cultural diversity, which includes campesinos, indígenas, and afrodescendientes. The program requires incorporating a differential and biocultural approach in the processes of capacity building, prioritizing the dialogue of sabers and the articulation of knowledge to generate strategies that take into account the particularities of each group. The program's methodology includes the identification of the population to be targeted, the diagnosis of the socio-environmental situation, the selection of key contents, and the design of the proposal. The program also includes complementary strategies for capacity building, such as training, technical assistance, and communication. The program's proposal is based on the experience of the PSA program in Cundinamarca, "Yo Protejo ¡Agua para Todos! ", and the diagnosis socio-environmental of Caquetá.
