Abstract
The country's Constitution recognizes the right of citizens to participate in the political, economic, social, and cultural life of the nation. Article 2, inciso 17, states that every person has the right to participate in these areas individually or in association. Citizens and citizens have the right to participate in public affairs, as stated in Article 31 of the Constitution. This includes indirect participation through voting and direct participation through mechanisms such as referendums, plebiscites, and accountability. The Constitution also allows for the direct and constant participation of all citizens in various aspects of national life, emphasizing that every person has the right and duty to support and collaborate with the management of public affairs. The exercise of citizen participation, particularly in the context of demanding accountability and citizen vigilance, is crucial in reducing the risks of corruption and improving public policies and management. This is because citizen participation helps to ensure that authorities remain focused on initiatives that benefit citizens, contributing to better governance. The Peruvian government has implemented various mechanisms to promote citizen participation, including the creation of the Alianza para el Gobierno Abierto (Alliance for Open Government) in 2011. This initiative aims to improve transparency and accountability in public administration, promote citizen participation in public affairs, and foster collaboration between public entities and civil society to address public problems. The Programa de fortalecimiento de capacidades en materia de Gobierno Abierto dirigido a organizaciones de la sociedad civil (Program for Strengthening Capacities in Open Government for Civil Society Organizations) is a key component of this effort. The program is designed to enhance the capacity of civil society organizations to participate in open government initiatives, promoting transparency, accountability, and citizen participation in public affairs. The program is based on a comprehensive approach that involves the development of capacities, the creation of spaces for collaboration, and the implementation of mechanisms for citizen participation.
