The concept of Government Openness, also known as Government Abierto, has gained significant attention in recent years as a new paradigm for improving public management and expanding citizen participation.

Abstract
This initiative aims to create collaborative spaces between the state, social organizations, and the private sector for the design, implementation, and evaluation of public policies and services. The Government Abierto initiative was launched in 2011 with the creation of the "Alianza para el Gobierno Abierto," a multilateral initiative that currently involves 64 countries. The main objectives of this initiative are to improve transparency and accountability in public administration through data openness, promote and expand citizen participation in public matters, and generate collaboration between public entities and civil society to find and implement solutions to public problems. In order to formalize its incorporation into the "Alianza para el Gobierno Abierto," Peru had to develop a Plan of Action, which was the result of a coordinated effort between public entities, important civil society organizations, and the private sector. The sustainability of this coordinated work is based on a permanent multisectoral commission for the follow-up of the implementation of the aforementioned Plan. As part of the actions aimed at fulfilling the Government Abierto Plan of Action of Peru, the Secretariat of Public Management of the Presidency of the Council of Ministers, with the support of the USAID Decentralization Program, has developed the "Program of Strengthening Capacities in the Area of Government Openness directed at Civil Society Organizations." This program is part of the actions aimed at fulfilling the commitments made in the Government Abierto Plan of Action of Peru, which includes concrete commitments to improve transparency and access to public information, promote citizen participation, improve public integrity, and implement electronic government. The main objective of this program is to strengthen the proactive and democratic action of social organizations in the country within the framework of citizen participation mechanisms, as well as the role and commitment of citizens in achieving a more open, modern, and people-oriented public management. The program is based on a series of laws and regulations that regulate the system of national defense, the creation of the Concertation Table for the Fight against Poverty, the implementation of the Transparency Portal, and other laws and regulations that promote transparency, accountability, and citizen participation in public affairs. The program includes a series of activities aimed at strengthening the capacities of civil society organizations in the area of Government Openness, such as training, technical assistance, and capacity building. The program also aims to promote the use of new technologies and digital tools to improve transparency, accountability, and citizen participation in public affairs. The program is expected to contribute to the improvement of public management in Peru, promoting transparency, accountability, and citizen participation in public affairs. The program is also expected to contribute to the strengthening of civil society organizations in the area of Government Openness, promoting their capacities and abilities to participate in public affairs.
