Abstract
The program has provided technical assistance to the Procuraduría General de la Nación (PGN) to ensure the effective protection of these individuals through various actions. Diagnósticos de la situación de riesgo de líderes/as y defensores/as, and the presentation of actions and results by the government, have been implemented. The institutionalization of the Unidad Nacional de Protección (UNP) at the regional level has also been established. A permanent follow-up meeting, known as the Mesa de seguimiento, has been created to accompany the routes of access to justice and the measures of protection. The Procuraduría General de la Nación (PGN) has reported significant results, including the restoration of trust between the PGN, various state entities, international cooperation, civil society organizations, community organizations, and social leaders and human rights defenders. Public visibility of the violation of human rights of social leaders and defenders has been achieved through the elaboration of concertado plans of action in Tumaco, Apartadó, and Puerto Asís. The Mesa por la Protección a la Vida has been established in Tumaco, with 364 attendees, and in Apartadó, with 411 attendees. The Mesa Virtual has also been held, with 600 attendees. The program has received support from USAID, CODHES, ACNUR, EL ESPECTADOR, and NOTICIAS CARACOL. The JSP has provided technical assistance to the PGN to fortify the preventive and disciplinary control over institutional actions related to the recommendations of the Sistema de Alertas Tempranas (SAT) of the Defensoría del Pueblo (DP). The implementation and design of the Lidera la Vida campaign have been carried out to promote the rights to life, liberty, security, and personal integrity of human rights defenders and social leaders in Colombia. The campaign has been promoted through various means, including the creation of a webpage, the production of radio and television commercials, and the design of a logo and art for various materials. The program has also provided support to the PGN to expedite disciplinary processes against public servants for violations of human rights of social leaders and defenders. The FGN has received support from the JSP to improve access to justice for victims of grave violations of human rights committed in the context of the conflict. The CCJ has taken on the judicial representation of 10 cases of grave violations of human rights, representing 76 individual victims, including 36 indigenous, 40 campesina, and 9 social leaders who were victims of homicide. The Comisión Colombiana de Juristas has provided mentoring to 5 OSC for the judicial representation of victims of grave crimes. The program has also provided support to the FGN to promote the investigations of homicides of social leaders and defenders. The JSP has contracted 6 consultants to formulate documents, including analysis of the context of the facts to identify patterns and modus operandi, victim profiles, and profiles of illegal structures. The program has also supported the FGN in promoting the investigations of homicides of social leaders and defenders, and has provided support to the CCJ to improve access to justice for victims of grave violations of human rights. The program has reported significant results, including the prioritization of 99 cases, the advancement of 40 cases, and the accompaniment of 30 cases. The program has also provided support to 3 organizations, including Benposta Nación de Muchachos, Corporación para el Manejo de Conflictos del Norte del Cauca, and the Instituto Popular de Capacitación.
