Abstract
Progress was made in five major areas. These included: (1) development and implementation of an MOH decentralization plan; (2) improvements in the MOH personnel unit, including the training of unit officers and restructuring of personnel functions, development of computerized personnel inventory systems, preparation of a revised nursing service scheme, development of job descriptions and a training plan for all personnel, and on-the-job support to the MOH training and personnel management committees; (3) assistance in preparing the 1983 national health policy and the health sector component of the fourth national development plan; (4) assessment of alternative financing strategies for the health sector, operationalization of budgeting procedures and policies, and installation of computers in the health planning and statistics unit; and (5) training of two MOH officials at the Master"s level in health planning. The project also assisted in several other activities, including the development of a rural/primary care facility plan, a drug supply system strategy, and a national nutrition survey.
