Abstract
A 43 km 4-lane highway from Jakarta to Bogor and a 7 km 2-lane highway from Bogor to Ciawi were completed in 6/79 during Stage I of the project, and facilities for the maintenance and repair of equipment and control devices were completed in l981. Stage I construction reduced travel time from Bogor to Jakarta by one-half, but, due to a large increase in the amount of traffic, the old road remains as congested as ever and traffic on the new road has already exceeded 30-year projections. maintenance program is being carried out and the Government of Indonesia (GOI) has committed itself to completing 7 km of a 2-lane highway which were deleted early in the project. Stage II was funded with monies unspent during Phase I and consists of design and construction supervision for adding two additional lanes from Bogor to Ciawi and a 2.5 km spur at Gadog. Although scheduled for completion (by the GOI) by 12/31/84, only 13% of Stage II construction has been completed to date, due to numerous implementation difficulties. Lessons learned from Stage II are to carefully weigh the advantages and disadvantages of expending funds after project objectives have been met; avoid working with a large consortium of contractors; and build an evaluation process into the project to measure progress, review effectiveness, and determine the project's contribution toward meeting overall goals.
