Abstract
Objective was to develop a Highway Maintenance Division capable of maintaining and developing roads. Report based on discussions with USAID, SAUTI-ICE, donor personnel, and Ministry of Public Works (MPW) personnel at the Assistant Ministry of Operations level or below. Also, a review was made of USAID project files during an inspection of approximately 700 miles of highway and visits to 7 Maintenance District Headquarters and 9 workshops. Joint discussion with the MPW director was not held. Consequently, at end of AID evaluation, MPW describes 58 instances of USAID "misconceptions" of MPW's performance. AID evaluators found district adequate in staff, equipment, and quality of training but grossly lacking ability to effectively administer staff. Staff do not apply training, maintain or properly handle equipment, and are often required to perform duties not their duty. Spare parts and tools have been insufficiently stocked, equipment secured through Afro-American Procurement Center has not conformed to specifications, and Government of Liberia has not adhered to warranty agreements. Evaluators feel project is two years behind schedule with ineffective coordination of components. Recommendations are to: (1) prepare descriptions for administrative and supervisory positions reviewing personnel qualifications and making reassignments as necessary; (2) provide more specialized training; (3) obtain more tools and maintain a larger spare parts inventory; (4) set up an accounting Department; (5) provide for disciplinary action against equipment abuse; and (6) add a high-level project coordinator.
