Close-out report on a project (9/81-4/88) to establish an institutional capability to conduct systematic program and sectoral evaluations in Niger's Ministry of Plan (MOP).

Abstract
Although implementation was slowed by organizational changes and personnel turnover, the project was a success -- providing TA and long- and short-term training to 23 participants to create a pool of evaluation technicians in the MOP; introducing a "dossier standard" project data and analysis system for ex-ante sectoral evaluations which was used with minimal donor TA; and developing a system of access to project evaluations conducted by other agencies and ministries. Thanks to the project, the Directorate of Project Evaluation and Programming (DEPP), the MOP bureau in which the evaluation function was eventually institutionalized, has undertaken ex-ante evaluations in all development sectors, participated in interim and ex-post evaluations of donor projects, led annual reviews with technical ministries, and been assigned a leadership role in analyzing donor project proposals. The DEPP also runs the MOP's documentation system, which includes a computerized socioeconomic data base for analytical work (macro and sectoral studies), a library with a computer-based information retrieval system.
