PACR of a program grant (6/78-1981) to help the Government of Botswana cover foreign exchange shortfalls and carry forward planned or ongoing economic development projects.

Abstract
The grant was provided at a time when Botswana was experiencing border incursions from Rhodesia, forcing the reallocation of funds from development purposes to security. The grant generated local currency to partially fund 10 development projects in the education, health, agriculture, transport, and rural development sectors. It is likely that these projects would have been cancelled or postponed without the grant funding, which was provided quickly and used with great flexibility. Although the grant seems justified from a financial perspective, some activities did not closely conform to A.I.D.'s long-term country assistance plan for Botswana. Contributions may have been more effective if A.I.D. had been more involved in activity selection as was done in the Zimbabwe program grants of FY80 and FY81. As it was, USAID/B has not encouraged publicity concerning A.I.D.'s role in financing certain activities under the program grant.
