Operational program grant is provided to Consejo Salvadoreno de Capacitacion de Voluntarios (CODECAVOL), a private voluntary organization (PVO) in El Salvador, to strengthen the capacity of El Salvadoran PVO"s and public organizations to deliver a wide variety of services to rural and urban poor women, especially those women depending upon an unreliable source of income.

Abstract
CODECAVOL will implement the project. As part of a 3-week international fair to be held in San Salvador, a women"s pavilion will be constructed. The pavilion will house a seminar, based on feedback from 30 local PVO"s, aimed at developing effective ways to coordinate the efforts of national and international PVO"s on behalf of women; and at stimulating public and private interest in programs for women. Demonstration projects will be presented at the seminar in the areas of nutrition, family planning (FP), literacy training, legal rights, and appropriate technology. Five film or slide shows will be presented daily on topics such as the legal rights and non-traditional roles of women and their families; and some 70,000 pamphlets pertaining to FP, nutrition, education, and health will be distributed. Mass media coverage will be used to publicize the women"s pavilion content and purpose. To develop the organizational capacity of CODECAVOL to provide a wide range of services to women, a local organization will be selected to train 20 CODECAVOL staff in business administration and program development. Training will consist of three seminars on coordination and organizational program development, two seminars on volunteerism, and three seminars for social workers. An office for CODECAVOL will be procured and equipped. To stimulate volunteerism among PVO"s and to provide an opportunity to share ideas for creative programming, two seminars will be conducted for 50 PVO representatives. A questionnaire will be developed and distributed to the participating PVO"s and will address the specific services the PVO provides, its future programming objectives, and the constraints of existing national social service programs.
