Abstract
The manual is designed to provide a framework for the administration of the municipal career administrative staff. The document presents the elements that must be driven from the administration of the municipal career administrative staff. The manual begins by explaining the methodological and legal aspects of capacity building, followed by a conceptual definition of what capacity building is and what it is not, differentiating it from development. Capacity building is oriented towards the operational, while development is oriented towards the strategic. The manual then explains the reasons that justify a institution or entity like the Alcaldía to carry out capacity building processes, valuing the benefits that capacity building produces and those that are useful for municipalities. The types of capacity building that can exist are identified, with the aim that the administrator of the manual can make an appropriation of the same. The process of management of the capacity building is illustrated, including the detection of needs, the design of the program and the plan of capacity building, the conduct of the program of capacity building, and the evaluation of the program of capacity building. The manual is organized around the recognition of the conceptual definition of capacity building, which is understood as the process of developing the skills, knowledge, and attitudes of individuals or groups to improve their performance and productivity. The manual is a result of the collaboration between the Alcaldía del Municipio de Nuevo Celilac, Departamento de Santa Bárbara, the Secretaría Técnica de la Carrera Administrativa Municipal (SETCAM), the Asociación de Municipios de Honduras (AMHON), and the Federación de Organizaciones No Gubernamentales para el Desarrollo de Honduras (FOPRIDEH). The manual is designed to benefit a range of actors, including employees of the municipality, the Alcaldía de Nuevo Celilac, the public, the citizens of the municipality, the region, the department, and the nation of Honduras. The improvement of productivity in the work within the municipalities will allow an improvement of the competitiveness systemic at the regional, departmental, and national level, and will allow advancing in the human development in a sustainable way.
