Abstract
The manual is a result of the support provided by the Federación De Organizaciones No Gubernamentales Para El Desarrollo De Honduras (FOPRIDEH) in the framework of the program "Facilitando el Marco Regulatorio para la Descentralización" financed by the Agencia de los Estados Unidos para el Desarrollo Internacional (USAID). The manual is divided into three parts. The first part addresses general aspects, including terminology, institutional framework, and methodology. The second part describes the profiles of positions, making a distinction between current positions and possible openings based on the municipal capacity. The third part explains the technique of the method by points, applicable for the assignment of salaries based on the analysis of factors and sub-factors that comprise each job position. The manual aims to provide a guide for the implementation of the Carrera Administrativa Municipal based on a public management of quality, with principles of equality, merit, and capacity, resulting from a democratic process. The objectives of the manual are to provide employees with information on the salary system based on the Ley de la Carrera Administrativa Municipal and to establish an administrative tool containing information on all job positions according to the municipal organizational structure. The manual establishes a classification of positions into four levels: I (directivo), II (ejecutivo), III (operativo), and IV (soporte/apoyo). Each level has specific positions, including Regidor, Alcalde, Secretaria Municipal, Tesorero Municipal, and others. The manual also explains the method of valuation of points by factor, which is applicable for the assignment of salaries based on the analysis of factors and sub-factors that comprise each job position.
