Abstract
Agency for International Development (USAID) and the Russian Energy Agency (REA) to cooperate in the development of smart cities. This collaboration aims to encourage sustainable urban development by leveraging the collective expertise and knowledge of both parties. The participants recognize that the United States and the Russian Federation share common energy efficiency goals and objectives as world leaders in energy production and consumption. They also acknowledge the transformative potential of intelligent urban planning and technology development and deployment on the quality of life, productivity, employment, security, and environmental welfare of citizens. The concept of smart cities encompasses elements of information technology and communication, optimization of energy (electricity and heat) and water systems, and energy-efficient building design and operation. The participants agree to work jointly to support the development of smart cities through various areas of cooperation, including the development of solutions to barriers to sustainable urban development, strengthening the capacity of urban planners and managers, and expanding policy, regulatory, and commercial cooperation. Key areas of mutual interest include intelligent energy systems, energy-efficient combined heat and power plants, electric power, heat, and water network automation, and smart regulations. The participants also agree to explore activities such as exchanging information and experiential data, formal training programs, internships, technical assistance, and participation in industry conferences. Each participant is responsible for its expenses incurred while undertaking activities in connection with the programs described in the protocol. The protocol does not supersede or interfere with any contracts or agreements entered into by the participants prior to or subsequent to the signing of the protocol. The protocol is not an international agreement and will not create any right or responsibilities under international law. The protocol is intended to commence upon the date of signature and continue for three years, with the option to automatically extend for an additional three years unless a participant notifies the other participant in writing of its desire to discontinue the protocol. The participants may discontinue cooperation at any time, providing the other participant with three months' written notice before such discontinuation.
