The Defensoría del Pueblo's Unidad de Atención Integral a Víctimas de la Violencia, with the support of the United States Agency for International Development (USAID) and the International Organization for Migration (OIM), has developed a Protocol of Orientation and Assistance for Victims of Violations of Human Rights and International Humanitarian Law belonging to indigenous peoples.

Abstract
This protocol aims to provide a specialized tool for orienting and advising victims of violence, taking into account their specific needs and circumstances. The protocol is the result of a collaborative effort between the Defensoría del Pueblo and OIM, with the financial support of USAID. It is designed to provide a comprehensive framework for addressing the needs of indigenous victims of violence, including their access to truth, justice, and reparations. The protocol is based on a thorough analysis of the situation of indigenous peoples in Colombia, including their historical and cultural context, as well as their current challenges and needs. The protocol consists of three modules: Module 1 provides an overview of the historical and cultural context of indigenous peoples in Colombia, as well as their current situation and challenges. Module 2 examines the legal framework for protecting the rights of indigenous victims of violence, including international and national instruments, as well as the jurisprudence of the Inter-American Court of Human Rights. Module 3 provides guidelines for a psychosocial approach to addressing the needs of indigenous victims of violence, including the importance of a differential approach and the need to consider the collective dimension of their rights. The protocol also includes a section on the methodology used to develop the protocol, which involved a collaborative effort between the Defensoría del Pueblo and OIM, as well as the participation of indigenous leaders and experts. The protocol is designed to be a useful tool for orienting and advising indigenous victims of violence, and to contribute to the realization of their rights to truth, justice, and reparations. The protocol is structured around several key objectives, including the provision of a comprehensive framework for addressing the needs of indigenous victims of violence, the promotion of a differential approach to addressing their needs, and the development of a psychosocial approach to addressing their trauma and suffering. The protocol also aims to contribute to the development of policies and programs that are tailored to the specific needs of indigenous peoples, and to promote their participation in the design and implementation of these policies and programs.
