Project to help the Government of El Salvador (GOES) restore vital public services that have been interrupted by recent violent national conflict.

Abstract
The project will be implemented by various GOES public works agencies. The GOES Ministry of Planning will coordinate project activities and program P.L. 480 Title I local currency generations which will partially finance local costs. In order to restore electrical power to 14 hospitals and 266 other health facilities, to potable water systems, and to industry, the project will provide financing for imported equipment and materials needed to repair electrical towers and substations. To allow repair crews to reach remote or inaccessible areas, two helicoptors along with pilots and maintenance services will be leased. To protect coffee harvests, the project will also provide 15 250 KW emergency generators which will be installed in public and private sector coffee processing facilities. More than half of the project funds will be placed in an emergency reserve fund which will allow the GOES to respond to future public service emergencies and to needs for which the proper response has not yet been determined; the first withdrawals from this fund will probably be for bridge repair. Amendment of 9/28/88 adds funding for (1) support activities (e.g., studies to assess damage to public infrastructure), and (2) a contingency fund. Total A.I.D. funding for the project now stands at $92.233 million. The amendment notes that equipment purchased under the project to date include, inter alia: a gas turbine, standby electric plant for the country"s eastern region; temporary bridge structures; emergency generators; and heavy and light equipment for repairs to rail lines, water systems, the national telephone system, and other infrastructure.
