Summarizes attached interim evaluation (XD-ABK-503-A) of a project to strengthen the capacity of Peruvian NGOs to work more effectively with community organizations in the delivery of services in key sectors.

Abstract
The evaluation covered the period 1992-5/94. After 19 months, only one of three planned outputs (NGO subgrants) is somewhat on track: Private Agencies Collaborating Together (PACT), the grantee, has recently signed 14 subgrants totaling 3.2 million. The other two components (institutional strengthening and Title II Monitoring and Evaluation) have not really gotten started. PACT has departed from the project design by neglecting the basic concept of institutional strengthening, which was to be the centerpiece of the project. Left on its present course, the project will never attain its purpose. PACT has an acrimonious relationship with USAID/Peru as well as weaknesses in field staff. PACT/Peru personnel have strengths in financial administration, budgeting, NGO project development, health, microenterprise and agriculture, but not in strategic planning, institutional strengthening, project planning, self-financing, sustainability, and other similar institutional strengthening needs of Peruvian NGOs. A complete overhaul of the project is needed.
