Abstract
The project focuses on three main objectives: expanding rehabilitation services, expanding social services, and improving disability policy. To achieve these objectives, the project has implemented several key interventions, including strengthening rehabilitation facilities and systems at the provincial and district levels, developing rehabilitation human resources, improving quality of service delivery, providing social support and social inclusion for people with disabilities, and enhancing their participation in social and programming activities. Additionally, the project has strengthened the capacity of key stakeholders, including the Department of Health, the Department of Labor, Invalids, and Social Affairs, and civil society organizations. During the second quarter of fiscal year 2021, the project continued with preparatory activities at both the central and provincial levels. However, it faced difficulties in working with provincial authorities due to legal issues. Despite these challenges, the project achieved several activities and outputs, including consultation meetings in Kon Tum and Binh Dinh, where participants discussed and agreed on strategic plans for interventions in the next two years. The project also revised quarterly reports, work plans, and solicitation documents in response to USAID's comments. A revised work plan was submitted to USAID, which prioritized quality assurance and quality assurance mechanisms. The solicitation document was also revised to address USAID's concerns and provide clarity on the number of sub-awardees to be selected and the scope of rehabilitation services. The project has made significant progress in implementing its activities, including the consultation meetings, which have helped to develop a strategic plan for interventions in the next two years. The project has also revised its work plan and solicitation document to ensure that activities are implemented in accordance with USAID's requirements.
