Abstract
The program operated in 7 PEPFAR priority provinces, with a focus on non-traditional outlets (NTOs) and entertainment establishments (EEs). During the quarter under review (October 1, 2008, to December 31, 2008), the program sold 834,216 Number One male condoms, representing 24% of the annual sales target. This sales volume was achieved through the condom social marketing program, which targeted hotels and guest-houses to improve availability of condoms in these NTOs. The program also sold 73,152 Number One Plus lubricant sachets, representing 29% of the annual sales target. The program established new distribution partnerships with 7 provincial sub-distributors and 1 national distributor to improve management of product flow, stock levels, and local efforts to enhance coverage of NTOs and EEs. Sales promotion campaigns were implemented to improve condom availability in high-risk areas and sites. The program also conducted targeted promotion activities, such as poster placement campaigns, to increase brand awareness and promote positive product attributes. The program's coverage of NTOs exceeded the quarterly target, with 4,243 outlets mapped, representing 120% of the target. The program also distributed IEC materials and IPC tools to promote condom use targeting male clients of sex workers, SWs, MSM, and IDUs. Female condom promotion and distribution activities were continued among SWs in Hai Phong province. The program met and exceeded all quarter targets, with the program on track to meet the annual sales and product distribution targets. The program plans to implement sales promotion campaigns to improve condom stocking and availability in NTOs, continue to increase coverage of NTOs and condom availability in high-risk areas, and develop new communication materials for Number One condoms. The program distributed 3,749,830 Protector Plus condoms for free distribution among 12 PEPFAR partners during the quarter. The program worked closely with USAID and VAAC to complete customs clearance and importation process for free distribution products. A new warehouse was established in Hanoi to accommodate the increase in free product distribution planned by USAID for PEPFAR partners. The program's administrative department finalized the Inventory Manual, which includes updated inventory management systems and warehouse operations. All distributed Protector Plus condoms had stickers with a line of "free condoms, not for sales" and other relevant information in Vietnamese as per VAAC requirement. An updated report on free condom distribution was prepared, providing an overview of the free condom distribution by partners, by province, by setting/site, and by target group.
