The Together Activity, a four-year USD 14 million project, was initiated in August 2018 to support civil society organizations (CSOs) and the Royal Thai Government (RTG) in deepening constructive dialogue between citizens and government.

Abstract
The project aims to address citizens' priorities and grievances, reduce drivers of latent and violent conflict, and strengthen social inclusion and cohesion. Together works closely with the government to strengthen its capacity to listen to, understand, and communicate with citizens, while collaborating with CSOs to improve their capacity to advocate for public interests. The project framework includes three objectives: improving existing mechanisms for RTG institutions to receive input and feedback from citizens, improving the capacity of civil society to advocate for the public interest, and improving relations and constructive dialogue among citizens of different backgrounds. To achieve these objectives, Together has established partnerships with Provincial Justice Offices and Damrongtham Centers in all Activity focus provinces. These partnerships aim to improve citizen engagement and delivery of public services. In January 2021, Thailand experienced a continuation of the COVID-19 outbreak, which led to the closure of schools, entertainment venues, and other non-essential businesses. The national government responded quickly, and several provinces supplemented these actions by instituting travel restrictions for people arriving from areas with high case rates. The quick response showed the RTG's willingness to combat the spread of COVID-19, but the restrictions delayed Together meetings with government agencies and some large events planned by Together and grantees. Despite the challenges brought about by the COVID-19 pandemic, Together remains flexible and adaptable, using innovative approaches and tools to implement scheduled activities. The project has also taken advantage of the pandemic to adopt new digital tools and approaches that can be used well into the future. In the reporting period, Together completed a series of initial consultation meetings with Provincial Justice Office and Damrongtham Center officials, which resulted in the participation of 159 provincial and district government officials. The meetings aimed to introduce Together to province- and district-based staff, learn more about their work, and identify initial activities to improve citizen engagement and delivery of public services. An important component of each meeting was discussion of PJO and DRTC partners and networks, as well as the main challenges and opportunities for collaboration. The project's partnerships with Provincial Justice Offices and Damrongtham Centers are expected to continue and expand in the coming period, with a focus on improving citizen engagement and delivery of public services. The COVID-19 pandemic has had a significant impact on Thai society, particularly on the tourism industry, which is in a poor condition with a bleak outlook for the foreseeable future. However, the pandemic has also created opportunities for Together and its partners to adopt new approaches and digital tools that can be used well into the future. The project's adaptability and flexibility will be crucial in navigating the changing operating environment and achieving its objectives.
