Abstract
Agency for International Development (USAID) and the Government of South Africa (GoSA) to address the country's significant HIV, tuberculosis, and COVID-19 challenges. The activity focuses on the 27 highest HIV-burdened districts, which account for more than 85% of South Africa's HIV burden. The activity's primary objective is to support the GoSA in strengthening its health systems, improving the quality of care, and increasing access to HIV and tuberculosis services. To achieve this, the activity provides technical assistance to the USAID/South Africa Health Office and the Regional Health Office (RHO) in areas such as health office organizational development, staffing capacity expansion, and site support coordination. During the period of July 1 to September 30, 2021, the activity made significant progress in various areas. In the USAID/South Africa Health Office, the activity provided support for the development of a comprehensive health office organizational development project, which aimed to strengthen the office's capacity to manage and coordinate health programs. The activity also assisted in the expansion of staffing capacity, including the recruitment and training of new staff members. In the RHO, the activity provided technical assistance for the development of a strategic information support plan, which aimed to improve the quality and availability of health data. The activity also supported the implementation of the Site Improvement through Monitoring System (SIMS), which aimed to improve the quality of care at health facilities. The activity also provided support for the development of a COVID-19 monitoring and evaluation plan, which aimed to track the progress of the country's response to the pandemic. The activity also assisted in the provision of technical assistance to the Anova Health Institute, a key implementing partner in the country's HIV response. In terms of lessons learned and recommendations, the activity identified several key areas for improvement, including the need for stronger coordination between the GoSA and implementing partners, the need for improved data management and quality, and the need for increased support for community-based programs. The activity also recommended the development of a comprehensive plan to address the country's COVID-19 response. Overall, the Technical Support Services Activity in South Africa has made significant progress in supporting the GoSA's efforts to address the country's HIV, tuberculosis, and COVID-19 challenges. The activity's continued support is critical to ensuring that the country's health systems are strengthened and that access to HIV and tuberculosis services is improved.
