Abstract
The purpose of SCALE is to develop local economies in Malaita at a community scale to support further growth at the provincial and national levels and drive expansion of market access and supporting infrastructure. Interventions under SCALE will support the following objectives: a. Enabling environment for trade and investment improved b. Agribusiness sector strengthened and expanded c. Improved natural resource governance with a focus on the forestry sector The purpose of the SCALE-Architecture and Engineering (SCALE A&E) contract is to acquire qualified architectural and engineering services in support of SCALE, particularly objective b. In general, SCALE-A&E will complete analyses, feasibility studies, design, and construction oversight of small-scale infrastructure at approximately 20 sites that will achieve these objectives. The Solomon Islands are a sovereign state consisting of six major islands and over 900 smaller islands covering a total area of 28,400 square kilometers. The country has a weak political system with weak political parties and highly unstable parliamentary coalitions. Local government is divided into nine provinces administered by provincial assemblies and the capital Honiara, administered by the Honiara Town Council. Land ownership is reserved for Solomon Islanders, and land is generally held on a family or village basis. Economic constraints in the Solomon Islands include limited access to infrastructure, particularly in rural areas. The National Transport Plan identifies the need for improved wharves and ports, and the National Transport Fund is responsible for infrastructure development and maintenance. The Solomon Islands National Transport Core Initiative aims to increase the efficiency and resilience of national transport arrangements, connecting 74% of the population by 2030. The country faces challenges in providing electricity and water in rural communities. Most rural communities lack access to reliable electricity and clean water, which hinders economic development and improvement of living standards. The Ministry of Communications and Aviation is expected to be an important partner in addressing these challenges. The SCALE Activity will focus on developing local economies in Malaita, with a focus on improving market access and supporting infrastructure. The activity will support the development of small-scale infrastructure, including roads, bridges, and wharves, to improve connectivity and access to markets. The activity will also support the development of the agribusiness sector, with a focus on improving crop yields and improving the competitiveness of Solomon Islands' agricultural products. The SCALE-Architecture and Engineering contract will play a critical role in supporting the development of small-scale infrastructure, including the design and construction of roads, bridges, and wharves.
