The Commercial Justice Activity in Kosovo aims to reduce opportunities for corruption and improve perceptions about corruption by enhancing commercial dispute resolution and enforcement.

Abstract
The program supports reforms on core aspects of Kosovo's commercial justice environment, including improving court resolution of commercial disputes, strengthening the capacity of judges and court staff, building the accountability and professionalism of private enforcement, expanding alternative dispute resolution mechanisms, enhancing commercial legislation, and improving business and public perceptions of commercial justice. To achieve its objectives, the program focuses on seven key areas. First, it aims to improve the resolution of commercial disputes in court through activities such as conducting a Commercial Litigation Rapid Assessment, advocating for reforms, and developing institutional capacity. Second, it seeks to train commercial judges, staff, and business support professionals through training needs assessments, curriculum development, and training of trainers. Third, it aims to improve accountability, transparency, and professionalism of private enforcement agents through activities such as strengthening accountability systems, developing capacity, and building professionalism. Fourth, the program aims to improve business perceptions of commercial justice through activities such as conducting commercial justice and business roundtables, surveys of business to measure perceptions of corruption, and public service announcements. Fifth, it seeks to enhance commercial law and the use of alternative dispute resolution mechanisms through activities such as increasing reliance on arbitration and mediation, developing commercial legislation, and strategic communication of commercial justice institutions. Sixth, it aims to improve public awareness and legal literacy through activities such as developing and broadcasting public service announcements, conducting surveys and focus groups, and supporting improved advocacy capacity among commercial justice institutions. The program employs a flexible, demand-driven approach that relies on constant two-way communication and collaboration among all relevant stakeholders, other donors, and USAID. This approach is designed to address the rapidly changing and often unpredictable government context in Kosovo. The program's activities are focused on achieving its objectives and improving the commercial justice environment in Kosovo. During the third quarter of year three, the program made significant progress in achieving its objectives. The Commercial Litigation Rapid Assessment was conducted, and reforms were advocated for to improve court-based commercial litigation. Training needs assessments were conducted for commercial law training of judges and court staff, and a commercial law training curriculum was developed. The program also supported the strengthening of accountability systems over private enforcement agents, developed capacity of the Chamber of Private Enforcement Agents, and built professionalism of private enforcement agents. The program's performance was monitored and evaluated during the quarter, and significant activities were planned for the next quarter. The program's progress was tracked through indicator tracking tables, and deliverables were achieved as planned. The program's activities and progress are summarized in the annexes to this report, which include mediation case referral data, indicator tracking tables, and a list of deliverables. Overall, the Commercial Justice Activity in Kosovo is making significant progress in improving the commercial justice environment and reducing opportunities for corruption. The program's flexible, demand-driven approach and constant two-way communication with stakeholders are key to its success.
