Abstract
This program was initiated on August 19, 2010, as a means to address critical issues and provide technical support in connection with various aspects of water development sector programs. The QR-TA work order was established to support USAID OUs in water resources management topics, including watersheds, coastal zones, household water supply, sanitation, and hygiene. The QR-TA program is supporting a small part of the update of the U.S. Environmental Protection Agency (EPA) Guidelines for Water Reuse. The broader effort is being undertaken under a Cooperative Research and Development Agreement (CRADA) between EPA and CDM Smith, and an Interagency Agreement between USAID and EPA. The QR-TA is providing support for the international chapter of the publication, which was completed in 2011 through workshops at major water conferences in Jordan and Singapore. The current phase of support under QR-TA relates to report finalization and publication. The 2012 EPA Guidelines for Water Reuse were published and posted online during this quarter. The document provides guidance to water and wastewater utilities and regulatory agencies or ministries in the U.S. and internationally. The EPA made some final revisions following the preliminary release in September 2012. The document is available at the following location: http://www.epa.gov/ORD/NRMRL/pubs/625r04108/625r04108.pdf. The CDM Smith team is finalizing compilation of project management documentation and will be providing the final contract documents to EPA in the coming months. Key accomplishments of the QR-TA program during this quarter include the final publication and posting of the 2012 EPA Guidelines for Water Reuse. The program is now in the process of closing out the task. The QR-TA program has provided critical technical support to USAID OUs in water-related topic areas, and its efforts have contributed to the development of the updated EPA Guidelines for Water Reuse. The program's support for the international chapter of the publication has helped to ensure that the guidelines reflect the practices being implemented worldwide. The QR-TA program's work on the EPA Guidelines for Water Reuse has been a collaborative effort involving the EPA, CDM Smith, and USAID.
