Abstract
Evaluation covers the period 6/80-10/81 and is based on discussions with Government of Rajasthan (GOR) officials and the annual report of the GOR"s Central Water Commission. Construction of many of the MIP"s, which are expected to number 15 and cover 174,000 ha, has now begun, but it is still too early to note trends. Host-country cooperation has facilitated completion of U.S. training by 20 Indian officials. Other achievements include the selection of eight subprojects for baseline studies and of three others for water loss measurement studies.{Understaffing has been the major constraint -- only 40 of the 154 subdivisions needed to complete construction are in place. The need to acquire land, time delays in fixing contracts, and low GOR budget provisions have also delayed the project, keeping expenditures somewhat low through 3/81.
