Findings of the evaluation team included a lack of awareness in the population about the project"s objectives and activities; insufficient financial management skills among community pharmacy managers; limited involvement of the management committees in the management of community pharmacies; a lack of standardization of recurrent costs to be recovered by the system; the nonexistence of a real national drug policy; and a decrease in health spending by central and local governments.
